488. The seats that, according to sections 115 and 120, are reserved for parent-members of the school councils and for the representative of the advisory committee on handicapped pupils and pupils with social maladjustments or learning disabilities shall be filled, not later than the second Monday of December 1985, by parents designated by the members of the parents’ committees of the existing school boards
(1)  that on 30 September 1984 had 10% or more of their school population attending public schools at which the language of instruction was that of the new school board and which are situated in the territory of the new school board; or
(2)  having at least one school situated in the territory of the new school board.
The parents designated under this section shall be designated from the Catholic or Protestant denomination in proportion to the number of Catholic or Protestant pupils who, on 30 September 1984, attend public schools at which the language of instruction is that of the new school board and which are situated in the territory of the new school board.
The director general of an existing school board designated by the directors general of the interested existing school boards shall convene the members of the parents’ committees to designate their representatives to the council of commissioners.
