191. (1)  If, on polling day, a poll-clerk dies or refuses or is unable to act, neglects to discharge the duties of his office or fails to appear at the polling-station, the deputy returning-officer shall appoint another person whom he deems competent to act in his place. If the deputy returning-officer cannot find a person whom he deems fit to act as poll-clerk, the polling shall not be delayed or suspended on that account, and the deputy returning-officer shall perform both functions, but he shall be entitled to be remunerated as deputy returning-officer only.
(2)  The new poll-clerk, before acting as such, shall take the oath required by section 182.
