5. If the chair of the board of directors is absent or unable to act, the board designates, depending on its priorities, the chair of a committee established under section 7.6 to temporarily replace the chair of the board.
When replacing the chair of the board of directors, the person so designated exercises the same responsibilities and has the same powers as the chair of the board.

5. The Government shall appoint a chairman from among the members of the board of directors.
The chairman of the board shall preside at meetings of the board and see to its operations. He shall be responsible for relations between the Company and the Government and shall assume such other responsibilities as are assigned to him by the board of directors.

The chairman of the board and chief executive officer shall preside at meetings of the board and see to its operations. He shall be responsible for the administration and direction of the Corporation and assume any other responsibilities assigned to him by the board of directors. He shall also be responsible for communications between the Corporation and the Government.

5. The Commission may appoint a secretary, a treasurer and any other functionaries and employees required for its operations, fix their salary or remuneration and define their duties, and retain the services of experts upon such conditions as it may deem expedient.
