35. The chairman of the Council shall have the right to vote but he shall not be required to do so; every other member of the Council who is present at a meeting must vote. However, no member of the Council shall vote on any matter in which he has a direct pecuniary interest either through himself or through a partner; the acceptance of or requisition for services made available to the public according to an established tariff shall not be deemed a direct pecuniary interest.
In case of dispute, the Council shall decide whether the member has a personal interest in the matter, and such member shall not vote on the matter of his interest.
