No person may hinder an inspector or an investigator in the performance of his duties, deceive him through concealment or by making a false declaration, refuse to furnish him with information or documents he has a right to require or examine, or hide or destroy a document or thing that may be useful to an inspection or investigation.
Every person who contravenes the first paragraph is liable, in addition to costs, to a fine of $50 to $1 000.
