117. During the year preceding election year, the council of commissioners shall divide the territory of the school board into wards, assign a name or number to each and give public notice thereof.
The boundaries of each electoral ward shall be drawn in such a way that the number of electors in a ward does not deviate by more than 15% from the quotient obtained by dividing the total number of electors in the school board by the number of wards.
