81. The council has jurisdiction throughout the entire extent of the municipality whose corporation it represents, and beyond the boundaries of the municipality in special cases where more ample authority is conferred upon it.
Its orders, within the scope of its powers, are obligatory upon all persons subject to its jurisdiction.
