285. Notwithstanding articles 110 and 111, the council may enact by by-law that the term of office of the mayor and councillors shall in future be three years.
Such by-law shall have effect only after it has been approved by the Minister of Municipal Affairs.
It shall come into force at the first general election which follows such approval.
