209. Between the first and the thirty-first of December of each year, the council shall prepare and adopt its budget for the next fiscal year and maintain a balance between the revenues and expenditures provided for therein.
Such budget shall be transmitted to the Minister and to the Regional Government in the month of January following its adoption.
Upon sufficient proof that the council has in fact been unable to prepare, adopt or transmit its budget within the prescribed time, the Minister may grant any additional period that he determines for that purpose.
If, on 1 January, the budget is not adopted, one-twelfth of each appropriation provided for in the budget of the previous fiscal year is deemed to be adopted. The same rule applies at the beginning of each subsequent month if, at that time, the budget has not yet been adopted.
