19. (1)  With a view to fitting them up and locating therein administrative services of the Government, or for educational or hospitalization purposes, the Government may authorize the Minister of Public Works and Supply to acquire, by private agreement or by expropriation, such immoveables situated in Québec as it may deem useful for any of such purposes.
(2)  With the same object, it may also authorize the Minister of Public Works and Supply to acquire, by private agreement or by expropriation, lands situated in Québec and to erect thereon and fit out buildings for the same purposes.
(3)  Commissions, boards, bureaus or committees established under an act of Québec and whose members are appointed by the Government shall, for the purposes of this division, be considered as administrative services of the Government.
(4)  The Minister of Public Works and Supply is authorized to rent for any length of time, under conditions he may determine, to such commissions, boards, bureaus or committees, any building erected on their behalf under this Division.
(5)  With a view to obtaining total or partial payment of an obligation in favour of the Minister of Revenue, the Minister may, at the request of the Minister of Revenue, acquire immoveables already encumbered with a real right allocated to the discharge of that obligation.

19.
