47. No municipality shall exercise the powers of acquisition conferred on it by section 44 except within five years from the time when the part of its territory concerned was declared a “renewal zone”; nevertheless the Corporation, with the authorization of the Conseil du trésor, may extend such period for not more than five further years if the municipality establishes that the carrying out of its renewal program is proceeding with despatch and that the extension applied for is necessary.
