R-20 - Act respecting labour relations, vocational training and workforce management in the construction industry

2. The “Commission de la construction du Québec” is hereby established.

2. An agency, hereinafter called “the board”, is established under the name of “Office de la construction du Québec”.
The board shall be entrusted with the carrying out of the collective agreement or decree adopted under this act, of any plan relating to fringe benefits and of the other functions assigned to it by this act.
The Minister may entrust the board with any work of supervision or of carrying out of the acts or regulations related to construction which come under the Minister’s jurisdiction.
The board shall have its seat in the City of Québec or the City of Montréal as the Government may decide by an order which shall come into force on publication in the Gazette officielle du Québec.
It may hold its sittings at any place in Québec.
The board shall maintain an auditing service for the books of account of the contractors in order to control and audit the encashment of the assessments and advance deductions provided for by this act or by a collective agreement or decree made under this act.
The board shall also organize and maintain any compensation fund considered necessary by the parties to ensure each employee of the payment of his salary and of all fringe benefits.
