If it is established to its satisfaction that a person is unable to manage his affairs, and in the absence of a tutor, curator or legally authorized administrator, the Commission may designate a person to apply for or receive a benefit provided for by any retirement or insurance plan for the administration of which it is responsible. However, before designating a person to receive the payments on behalf of the beneficiary, the Commission must reach an understanding with the latter person on the use to be made of the said benefit.
At the request of the Commission, such designated person shall, on the prescribed form, give information on the use made of the benefits received.
