51. Any infringement of the provisions of this subdivision may be summarily inquired into by the National Assembly in such manner and form as it deems proper.
For the purposes of this subdivision, the National Assembly shall be vested with all the powers and jurisdiction necessary for inquiring into, deciding and pronouncing upon any such infringement and awarding and carrying into execution the punishment therefor provided by this subdivision.
