24. In matters of health services and social services, education and road safety, the social affairs division is charged with making determinations in respect of the proceedings referred to in section 3 of Schedule I pertaining in particular, as regards health services and social services matters, to decisions relating to access to documents or information concerning a beneficiary or a user, a person’s eligibility for a health insurance program, the evacuation and relocation of certain persons, a permit issued to a health services or social services institution, to an organ and tissue bank, to a laboratory or to other services, adapted enterprise certificates and authorizations to carry on certain activities, or decisions concerning a health professional or the members of the board of directors of an institution.
