14. (Repealed).

14. The duties of the Commission are to issue, renew, suspend and cancel permits, authorize the transfer thereof and permit the change of location of the establishment or room where a permit is used.
Whenever the issuance or transfer of a permit or a change of location of the establishment where a permit is used is opposed, the Commission shall make no decision until after summoning the parties to a public hearing so that they may be heard.
