17. Any person may apply to the director general for an inquiry into the legality of contributions and expenses and into any other matter relating to the carrying out of this Act.
The director general may refuse make or continue an inquiry when he considers that an application for an inquiry is frivolous, vexatious or made in bad faith or that an inquiry is not necessary in view of the circumstances.
Whenever he refuses to make an inquiry upon the application of a person, the director general shall notify such person of his refusal, give him the reasons therefor in writing and indicate to him what recourses, if any, he may exercise.
