12. Every conservation officer may seize without a warrant:
(a)  any animal, fish or fur respecting which he has reasonable grounds to believe that an infringement of this act or of the regulations has been committed;
(b)  any dog or any vehicle, aircraft, boat or other object, where he has reasonable grounds to believe that it is being used or has been used to infringe this act or the regulations.
