8. For the purposes of the appointment of the members of the executive committee by the delegates of the municipalities of a sector other than the Montréal sector, such delegates shall be convened to a meeting by the secretary of the Community by a notice which he shall send to each of the municipalities of the sector at least fifteen days before the date of the meeting; such notice shall indicate the date, hour and place of the meeting.
