239. In any matter submitted to the Council respecting the Commission, only the delegates of the municipalities of the territory of the Commission shall be entitled to vote. For such purposes only, and as long as the City of Longueuil forms part of the territory of the Commission, such city shall be represented on the Council by one delegate, appointed in accordance with section 9, who shall be deemed to be a member of the Council.
