221. For the purpose of paying its aliquot share of the expenses of the Community, each municipality may impose a general or a special tax based on the valuation of the taxable real estate in its territory, or a tax based on the rental value thereof, or both such taxes, by following the procedure prescribed for such purpose in the act governing it.
