212. During a fiscal year, the Community may adopt any supplementary budget which it deems necessary.
The Security Council may also adopt any supplementary budget it considers necessary, during a fiscal year of the Community, and send it to the Community for adoption.
Any such budget shall be subject, as regards its approval, to the procedure provided for in sections 209 and 210 mutatismutandis.
The secretary shall forward a copy of such budget to the municipalities at least fifteen days before it is submitted to the Council. If such budget is not adopted at the meeting of the Council at which it is submitted, it shall automatically come into force. In such a case an appeal shall lie to the Commission municipale du Québec within fifteen days of such meeting, in accordance with section 210.
The expenses provided for in such budget shall be apportioned in accordance with section 220 to which they shall be subject. However, the aliquot share of such expenses payable by each of the municipalities shall become due and exigible at the time prescribed by the Council when it adopts the supplementary budget. If the Council fails to determine such time, the aliquot shares shall be exigible within thirty days of the adoption or coming into force of such budget.
