154. The Community, by by-law, may establish minimum standards for the construction of buildings and other immoveable works in its territory; such standards may vary in different parts of the territory of the Community according to the geography of the place and the urban or rural nature of such part of the territory of the Community.
No by-law of a municipality respecting such matters shall validly impose construction standards which are inferior to those mentioned in such a by-law of the Community.
