235. Every Municipal Court in the territory of the Community shall have jurisdiction to hear any infringement of the by-laws of the Community; the complaint must as far as possible be brought before the Municipal Court of the domicile or of the place of business of the person concerned.
The fine shall belong to the Community, and the costs, to the municipality whose Municipal Court rendered the judgment.
