845. In case of urgency the municipal inspector must have every road or piece of road under the control of the corporation raised, rounded or covered with sand, gravel or other substance deemed suitable.
The cost of such work is, in every case, paid by the corporation, but it must recover the same from the persons liable for work on such roads, if the maintenance thereof is not at the charge and expense of the corporation.
