831. Nevertheless, the municipal inspector may, upon such conditions as he deems advisable, and whenever it appears expedient to him, permit upon any road, ford, ferry, sidewalk, bridge or watercourse, which is under the control of the corporation, the performance of any work which may have the effect of obstructing, impeding or rendering inconvenient the passing over such road, ford, ferry, sidewalk, bridge or watercourse.
