713. Until otherwise provided for under article 715 or 716:
(1)  local roads, bridges and watercourses are those which are wholly situated within one local municipality;
(2)  county roads, bridges and watercourses are those which are situated between two local municipalities, or partly in one local municipality and partly in another, or which pass through or divide two or more local municipalities. If such roads, bridges, or watercourses are situated between two local municipalities which form part of two county municipalities, or if they divide or pass through local municipalities forming part of several county municipalities, they are the roads, bridges or watercourses of all such county municipalities.
