578. The corporation to which another corporation that is a party to the agreement has delegated its jurisdiction has all the powers necessary for the carrying out of the agreement, including the power to carry out work on the territory of the other corporation and to acquire and possess property in that territory.
The corporation to which the jurisdiction is delegated may be a county corporation or a regional county municipality, which may sign an agreement for that purpose. It is then vested, for the purposes of that delegation, with all the powers of a local corporation, except that of making by-laws or levying taxes, including the powers granted by this section, mutatis mutandis.
