60. The members of the commission shall remain in office until they are replaced, except in the case of resignation.

60. The functionaries and employees required for the carrying out of this Charter shall be appointed by the commission; their number shall be determined by the Government which shall establish the scales of their remuneration and their conditions of employment; they may be dismissed by the Government but only on the recommendation of the commission.
