29. The sheriff of the district, or, if there be no such sheriff, then the warden of the county in which any registrar dies, shall immediately give notice of such death to the Minister of Justice, for the information of the Lieutenant-Governor, who shall, within one month after such death, appoint a fit person to fill the vacancy.
