18. On payment of the proper fees, the registrar having the original books in which any document may have been registered shall grant copies thereof and extracts therefrom, and make searches and give certificates in respect thereof, with the same legal effect as if he were still the registrar for the place in which such immoveable property is situate, notwithstanding that the place in which such immoveable property is situate is no longer within the division for which he is the registrar, and that he has furnished copies of such documents to some other registrar under section 17.
