The by-laws of a federation shall determine the mode of constitution of its board of directors, the number of directors, which may exceed fifteen and be apportioned into districts or groups, the mode of their election at the annual meeting or at district or group meetings, and the quorum of the board of directors.
The directors of a federation shall be chosen from among the directors of the affiliated associations, unless the by-laws provide that a minority shall be chosen from among the members or officers of such associations.
