39. The Board shall assume the cost of purchase or replacement of one magnetic loop per dwelling for a person with a hearing deficiency who has a hearing aid equipped with an inductor coil and whose hearing loss is measured at not less than 55 dB, or at not less than 41 dB where he has a marked difficulty in hearing the television or radio.
