29. The insurance contribution payable to obtain a learner’s licence of a given class for the first time is the amount obtained by adjusting, in accordance with section 45, the insurance contribution determined as follows:
(1)  where issue of a first learner’s licence occurs in 2008, 2009 or in 2010, that shown in the table below:

Insurance contribution for 2012:
(2)  where the year of issue of a first learner’s licence to a person is after 2010, the insurance contribution is set by indexing on 1 January of the year of issue in accordance with sections 42 and 43, the insurance contribution for the preceding year, before adjustment under section 45, set according to this paragraph with respect to the classes of learner’s licence sought.
The insurance contribution payable on issue of a subsequent learner’s licence is the amount obtained by adjusting, in accordance with section 45, the insurance contribution determined as follows:
(1)  where issue of a first learner’s licence occurs in 2008, 2009 or in 2010, that shown in the table below:
