Regulation respecting insignia of the Ordre national du Québec
Act respecting the Ordre national du Québec
(chapter O-7.01, s. 21).
DIVISION I
DESCRIPTION OF INSIGNIA
1. The insignia of the Ordre national du Québec are inspired by the heraldic emblems of Québec borne by the Québec flag: the cross, the fleur-de-lis and the colours sky blue and white.

2. The insignia that may be awarded to a person appointed or promoted to Grand Officer of the Order, Officer of the Order or Knight of the Order are the insignia of Grand Officer, the insignia of Officer and the insignia of Knight.
The insignia may be worn in a full-size version, a miniature replica, a bar or a lapel pin.

3. The full-size insignia of a Grand Officer of the Ordre national du Québec shall consist of a gold-plated silver sterling cross with arms 6.0 cm long and 4.0 cm wide.
The cross shall be made of 2 superposed plates with a 4.0 mm space between them. The bottom plate of dulled gold-plated silver sterling shall be symmetrical and the top plate shall be indented and hammered to create a polished, uneven surface.
A fleur-de-lis in translucent white enamel complying with the visual identification program of the Gouvernement du Québec shall be affixed to the bottom plate.
The motto of the Ordre national du Québec:
«Honneur au peuple du Québec»
shall be inscribed on the back of the decoration.
Each decoration shall have an individual identification number consisting of one zero followed by a numerical figure engraved on the back on the lower part of the vertical arm.
The insignia shall hang on a ribbon worn in saltire. The ribbon shall be 82.0 cm long and 3.8 cm wide and striped with 3 vertical bands of equal width, that in the middle being white and those on either side being sky blue.

4. The miniature insignia of a Grand Officer of the Ordre national du Québec shall be an exact replica of the corresponding full-size insignia. The arms shall be 1.8 cm long and 1.2 cm wide.
The insignia shall hang from a similarly striped ribbon 3.8 cm long and 1.8 cm wide.

5. The bar of a Grand Officer of the Ordre national du Québec shall be 3.8 cm long and 1.8 cm wide.
It shall be mounted on a similarly striped ribbon with 3 equal bands of sky blue, white and sky blue. At the centre of the white part of the ribbon shall be a gold-plated silver sterling cross measuring 1.0 cm by 1.0 cm with a translucent enamel fleur-de-lis at its centre.

6. The lapel pin of a Grand Officer of the Ordre national du Québec shall be an exact replica of the corresponding full-size insignia. It shall measure 1.0 cm by 1.0 cm.

7. The full-size insignia of an Officer of the Ordre national du Québec shall consist of a cross in a gold-plated silver sterling and sterling silver whose arms are 5.0 cm long and 2.5 cm wide. It shall be made of 2 superposed plates with a 4.0 mm space between them. The top plate shall be a gold-plated silver sterling and the bottom plate oxidized sterling silver. A gold-plated silver sterling fleur-de-lis shall be affixed to the bottom plate.
The other features of the insignia shall be identical to those of the insignia of a Grand Officer, except that the back shall, in addition to the motto, bear an individual identification number with two zeros followed by a numerical figure.

8. The miniature insignia of an Officer of the Ordre national du Québec shall be an exact replica of the corresponding full-size insignia. Its dimensions shall correspond to those of the miniature insignia of a Grand Officer.

9. The bar of an Officer of the Ordre national du Québec shall be identical to that of a Grand Officer, except that there shall be a silver cross measuring 1.0 cm by 1.0 cm with a gold-plated silver sterling fleur-de-lis at its centre on the white part of the ribbon.

10. The insignia of the lapel pin of an Officer of the Ordre national du Québec shall be an exact replica of the corresponding full-size insignia. It shall measure 1.0 cm by 1.0 cm.

11. The full-size medal of a Knight of the Ordre national du Québec shall consist of a silver disk 4.0 cm in diameter and 3.0 mm thick.
A cross with two arms 3.0 cm long and 2.0 cm wide shall be engraved on the front. A gold-plated silver sterling fleur-de-lis shall be incorporated into the cross. The back of the decoration shall, in addition to the motto of the Order, bear an individual identification number with three zeros followed by a numerical figure.
The medal shall be attached to a ribbon fitted with a silver clasp. The ribbon shall be 3.8 cm wide and 5.2 cm long and striped in 3 vertical bands of equal width, that in the middle being white and those on either side being sky blue.

12. The miniature insignia of a Knight of the Ordre national du Québec shall be an exact copy of the full-size medal. Its diameter shall be 1.8 cm. It shall hang from a ribbon 3.8 cm long and 1.8 cm wide.

13. The bar of a Knight of the Ordre national du Québec shall be identical to that of a Grand Officer, except that there shall be solely a gold-plated silver sterling fleur-de-lis on the white part of the ribbon. The bar shall be 3.8 cm long and 1.3 cm wide.

14. The insignia of the lapel pin of a Knight of the Ordre national du Québec shall be an exact replica of the disk of the full-size medal. Its diameter shall be 1.0 cm.

DIVISION II
AWARD PROCEDURE
15. Any person born or residing in Québec may submit to the Secrétariat of the Ordre national du Québec for consideration by the Conseil de l’Ordre the candidacy of a person born or residing in Québec for appointment to be Grand Officer, Officer or Knight of the Order.

16. Each year the Council shall put out a public call for candidacies for possible appointment to the Order.
Before putting out a public call for candidacies, the Council shall so advise the Prime Minister who, by way of exception, may have the call postponed to a later date, if he considers it advisable.

17. A candidacy shall be accompanied by a file including the candidate’s résumé, biographical notes and a list of achievements supporting his candidacy.
A candidacy shall be sponsored by at least 2 persons or by an organization.
Notwithstanding the second paragraph, the Council may recommend to the Prime Minister a candidate who has not been sponsored.

18. The Council shall consider the candidacies and shall recommend the appointment or the promotion of a candidate to the Prime Minister.

DIVISION III
PROCEDURE FOR INVESTITURE WITH THE INSIGNIA OF THE ORDER
19. A ceremony for investing the insignia shall be held on Québec Day, June 24, or during Québec Week.

20. The Prime Minister shall invest the Grand Officers, Officers and Knights of the Order with their insignia.

21. On investiture, the Prime Minister shall proclaim a person who is appointed a member of the Order or promoted therein a Grand Officer, an Officer or a Knight of the Order, and award such person a certificate.
The certificate shall be signed by the Prime Minister and shall bear the seal of the Order and the title to which the member has been appointed or promoted. The date on which the certificate is awarded shall be indicated therein.

21.1. Notwithstanding section 19, a ceremony for the investiture with insignia of a person referred to in section 4 of the Act respecting the Ordre national du Québec (chapter O-7.01) may be held at all times.
Notwithstanding section 20, outside Québec and at the request of the Prime Minister, a minister or, in his absence, a delegate of the Gouvernment du Québec may invest that person with the insignia.

21.2. Ladies who received an insignia affixed to a bow may, if they so chose, continue to wear the insignia fastened to the left side of the bodice or hanging on a ribbon around their necks.
