Regulation respecting hunting
Act respecting the conservation and development of wildlife
(chapter C-61.1, ss. 40, 56, 84.1 and 163).

1. This Regulation governs hunting in Québec, subject to the specific provisions in other regulations made under the Act respecting the conservation and the development of wildlife (chapter C-61.1) applicable to specific territories.

2. In this Regulation:
(0.1)  (paragraph revoked).;
(1)  “small game” means means the following animals: quail (Coturnix coturnix), red-winged blackbird (Agelaius phoeniceus), northern bobwhite (Colinus virginianus), American crow (Corvus brachyrhynchos), coyote (Canis latrans), European starling (Sturnus vulgaris), pheasant (Phasianus sp.), black francolin (Francolinus francolinus), ruffed grouse (Bonasa umbellus), rock ptarmigan (Lagopus mutus), willow ptarmigan (Lagopus lagopus), Eastern cottontail rabbit (Sylvilagus floridanus), Arctic hare (Lepus arcticus), snowshoe hare (Lepus americanus), wolf (Canis lupus), woodchuck (Marmota monax), house sparrow (Passer domesticus), rock partridge (Alectoris graeca), chukar partridge (Alectoris chukar), gray partridge (Perdix perdix), red-legged partridge (Alectoris rufa), rock dove (Columba livia), guinea fowl (Numida meleagris), common grackle (Quiscalus quiscula), raccoon (Procyon lotor), red, cross or silver fox (Vulpes vulpes), sharp-tailed grouse (Tympanuchus phasianellus), spruce grouse (Dendragapus canadensis), brown-headed cowbird (Molothrus ater) and migratory game birds under the Migratory Birds Convention Act, 1994 (S.C. 1994, c. 22).
(1.01)  “moose” means a male or female moose or a moose calf; 
(1.02)  “moose with antlers” means moose with antlers not less than 10  cm;
(1.1)  “moose calf” means a male or female moose that is less than 1 year old;
(2)  the area numbers refer to the areas established by the Regulation respecting fishing and hunting areas (chapter C-61.1, r. 34).

DIVISION II
CERTIFICATES AND LICENCES
§ 1.  — Hunter’s or trapper’s certificate
3. A hunter’s or trapper’s certificate is a document certifying that the holder is qualified to trap or to handle hunting weapons.

3.1. To obtain a hunter’s or trapper’s certificate, a person must
(1)  be a resident;
(2)  be 12 years of age or more;
(3)  provide his or her name, address and date of birth;
(4)  take the course or courses relating to the certificate applied for, namely,
(a)  for a firearm handling certificate, the Canadian Firearms Safety Course (CFSC) and the introduction to hunting with firearms;
(b)  for a bow and crossbow handling certificate, the introduction to hunting with a bow and crossbow;
(c)  (subparagraph revoked);
(d)  for a fur-bearing animal trapping certificate, the course on trapping and management of fur-bearing animals; and
(5)  hold an attestation or certificate confirming successful completion of the exam or exams relating to the courses required to obtain the certificate applied for.
A Canadian citizen who is a resident at the time of making an application may obtain a hunter’s firearm handling certificate without satisfying the conditions of subparagraphs 4 and 5 of the first paragraph on the condition that a certificate or equivalent proof of competence issued by a Canadian province or territory is provided.

5. A hunter’s or a trapper’s certificate is permanent; it bears the holder’s name and date of birth.
It also bears a number, the holder’s signature and the following code or codes corresponding to the activities for which it was issued.
(1)  code “F”: handling of a firearm;
(2)  code “A”: handling of a crossbow and bow;
(3)  (subparagraph revoked);
(4)  code “P”: trapping.

6. Any hunter’s or trapper’s certificate that is lost, stolen or unusable or was once issued but not renewed may be replaced upon written application by the certificate holder and upon payment of the fees or duties determined in the Regulation respecting the scale of fees and duties related to the development of wildlife (chapter C-61.1, r. 32).

§ 2.  — Hunting licences
7. The types and classes of hunting licences are prescribed in Schedule I.

7.1. To obtain a resident’s hunting licence, a resident must hold a hunter’s or trapper’s certificate; the certificate is not required for the “Northern leopard frog, Green frog, Bullfrog”, “Snaring of hare or Eastern cottontail rabbit” and “Small game using a bird of prey” hunting licences. The resident must also provide his or her name, address and date of birth, as well as the number of the hunter’s or trapper’s certificate when it is required.
In addition, to obtain the following hunting licences, the resident must have been selected by random draw:
(1)  (subparagraph revoked);
(2)  “White-tailed deer, female or male with antlers less than 7 cm, all areas except Area 20”;
(2.1)  (subparagraph revoked);
(3)  “Moose, female more than 1 year old”.

7.2. In addition to the conditions set out in the first paragraph of section 7.1, to obtain a wild turkey hunting licence, a resident must hold an attestation of completion of a course on wild turkey hunting, unless that resident is a resident referred to in section 7.3.

7.3. Despite section 7.1, a resident 12 years of age or older who does not hold a hunter’s or trapper’s certificate may obtain, only once in that person’s lifetime and in the same year, any category of resident’s hunting licence provided for in Schedule I provided that the resident never held a hunter’s or trapper’s certificate bearing code “A” or “F”.
The resident cannot hunt unless accompanied by another resident holding a hunter’s or trapper’s certificate appropriate to the hunting implement used and, in the case of wild turkey hunting, holding the attestation referred to in section 7.2. The other resident must be at least 25 years of age and may accompany only one resident at a time.

7.4. To obtain a non-resident’s hunting licence, a person must be 12 years of age or older and provide his or her name, address and date of birth.

8. A hunting licence bears the holder’s name and date of birth.
It also bears a number, the name of the animal or group of animals for which it is issued and the date, hour and minute of issue.
The licence for which a hunter’s or trapper’s certificate is required bears the certificate number and the code that corresponds to the activity and the weapons for which it was issued.
It must bear the signature of both the holder and the issuer.

8.1. The holder of a resident’s or non-resident’s hunting licence must enter his or her name, address and date of birth on the back of the licence when any of those particulars does not appear on the front or is inaccurate.

9. A hunting licence, white-tailed deer or moose shows the number of the area and the part thereof, where applicable, for which it is issued.
With regard to a hunting licence, white-tailed deer, wild turkey, black bear or moose other than the “Moose, correction of area” licence, the transportation coupons, the total number of which is prescribed in Schedule I, are attached to the licence.
With regard to a moose hunting licence other than the “Moose, correction of area” licence, the transportation coupon indicates that the licence holder may:
(1)  (subparagraph revoked);
(2)  have the area number indicated on his licence changed in accordance with section 9.1.

9.1. Where the area number entered on a “Moose, all areas” hunting licence is wrong, the holder of the licence may obtain a “Moose, correction of area” hunting licence, which is issued once a year, inasmuch as the following conditions are met:
(1)  if the holder holds a hunter’s or trapper’s certificate bearing code “F”, the date of issue of the licence must not have authorized its holder to hunt moose with a type 10 or 13 implement in the wrong area;
(2)  if the holder holds a hunter’s or trapper’s certificate bearing code “A”, or is a resident who does not hold a hunter’s or trapper’s certificate bearing code “A” or “F”, the date of issue of the licence must not have authorized its holder to hunt moose with a type 6, 10, 11 or 13 implement in the wrong area;
(3)  if the holder holds a hunter’s or trapper’s certificate bearing code “A”, the date of issue of the licence must not have authorized its holder to hunt moose with a type 10, 11 or 13 implement in the wrong area; or
(4)  if the holder is a non-resident, the date of issue of the licence must not have authorized its holder to hunt moose with a type 6, 10, 11 or 13 implement in the wrong area.
For the purposes of subparagraphs 1, 2 and 3 of the first paragraph, if the “Moose, correction of area” hunting licence is required for an area or part of area where the moose hunting season with a type 13 implement is open, subject to the second paragraph of section 13.2, the licence may be used only if the date of issue of the licence with the wrong area number, for a resident, is prior to the opening date of the hunting season in the area for which the “Moose, correction of area” hunting licence is applied for.
To obtain a “Moose, correction of area” licence, the holder of a “Moose, all areas” licence must not have used it to participate in a hunting activity in a place mentioned in the third paragraph of section 13.2.
In addition, for the purposes of the first paragraph, where the holder of a “Moose, all areas” hunting licence with the wrong area number is also the holder of an authorization for a handicapped person referred to in section 58 of the Act respecting the conservation and development of wildlife (chapter C-61.1) authorizing the holder to hunt with a crossbow during a hunting season with a type 6 implement in the wrong area, the holder is considered to have been authorized to hunt with a type 6 implement.

10. Despite sections 8 and 9, the name and address of the licence holder must be indicated on the following licences:
(1)  “White-tailed deer, female or male with antlers less than 7 cm” hunting licence;
(2)  (subparagraph revoked);
(3)  “Moose, female more than one year old” hunting licence.
These licences also bear a number, the name of the animal for which it was issued and the number of the area or part of area, the part of territory, the wildlife sanctuary or the controlled zone, if applicable, where the animal may be hunted. They must be signed by the holder.

11. Subject to the second paragraph, a hunting licence expires at the end of the hunting season for the animal or group of animals for which it was issued or when the transportation coupons have been removed or should have been removed in accordance with the Regulation respecting hunting activities (chapter C-61.1, r. 1) or, in the case of licences for antlerless deer or female moose, when the licence is punched out or should have been punched out in accordance with that Regulation.
A licence replaced under section 12 expires on the date the new licence is issued.
Despite the first paragraph, the small game hunting licence and the small game using a bird of prey hunting licence are valid from their date of issue to the expiry date entered on the licence.
Despite the first paragraph, the “White-tailed deer, female or male with antlers less than 7 cm, all areas except Area 20” hunting licence expires on the date of expiry, within the meaning of the first paragraph, of the “White-tailed deer, elsewhere than in Area 20” hunting licence.
Despite the first paragraph, the “Moose, female more than 1 year old” hunting licence expires on the date of expiry, within the meaning of the first paragraph, of the “Moose, all areas” hunting licence.

12. Where a licence is lost, stolen or unusable, it may be replaced upon the holder’s request and upon payment of the fees or duties prescribed in the Regulation respecting the scale of fees and duties related to the development of wildlife (chapter C-61.1, r. 32).
With regard to a moose hunting licence and a white-tailed deer hunting licence, a lost, stolen or unusable licence may only be replaced for the area or part of area for which it was previously issued.

13. The number of “White-tailed deer, female or male with antlers less than 7 cm, all areas except Area 20” hunting licences is limited per year to the number shown in section 1 of Schedule II for each of the areas or parts of area, parts of territories, wildlife sanctuaries or controlled zones prescribed.
The number of “Moose, female more than 1 year old” hunting licences is limited per year to the number shown in section 3 of Schedule II, for each of the areas or parts of areas, parts of territories, wildlife sanctuaries or controlled zones prescribed.
The number of black bear hunting licences for non-residents for Areas 13 and 16, excluding the controlled territories referred to in Chapter IV of the Act respecting the conservation and development of wildlife (chapter C-61.1) is limited to 1,137 per year.

§ 3.  — Conditions for holding a hunting licence

13.1. The holder of a hunting licence may hunt only the animal or group of animals specified on the licence and, in the case of white-tailed deer or moose, only in the area or part of that area specified on the licence.
The holder of a “Moose, all areas”, “White-tailed deer, elsewhere than in Area 20” or “Additional white-tailed deer, elsewhere than in Area 20” hunting licence may, irrespective of the area for which the licence is issued, participate in a restricted hunt in a wildlife sanctuary or in a hunting expedition in a restricted access sector of a controlled zone, in a territory where exclusive hunting rights have been granted to an outfitting operation, or in the territories whose plans are shown in Schedules CXLVII, CXLVIII and CLXXXIX. However, the holder of a “White-tailed deer, elsewhere than in Area 20” and “Additional white-tailed deer, elsewhere than in Area 20” hunting licence who has used either licence in one of those territories may continue to hunt white-tailed deer in the area in which the territory is situated only if more than one deer may be harvested there under section 24.
In addition, where a hunter’s or trapper’s certificate is required to obtain a hunting licence, the holder of that licence may hunt only with the hunting weapon corresponding to the code specified on the certificate and defined in section 5.

13.2. The holder of a resident’s or non-resident’s “Moose, all areas” hunting licence who hunts with a type 13 implement may use the licence only if the date of issue of the licence is prior to the opening date of the hunting season with that implement, in the area in question.
In addition, in the southern part of Area 19 and in Area 27, the licence holder may use his or her licence only if the date of issue of that licence is prior to the opening date of the latest hunting season with a type 13 implement provided for those areas.
However, a licence issued after the date prescribed in the first paragraph may be used where, pursuant to section 12, it replaces a licence issued prior to that date, if the licence holder uses the services of an outfitter without exclusive rights at all times of the hunting activity or where the holder participates in a restricted hunt in a wildlife sanctuary or in a hunting expedition in a restricted access sector of a controlled zone, in a territory where exclusive hunting rights have been granted to an outfitting operation or in the territories described in Schedules CXLVII, CXLVIII and CLXXXIX; this also applies to the area in question provided that the holder has already hunted in one of those territories.

13.3. Subject to section 7.3, the holder of a resident’s “wild turkey” hunting licence must, to hunt wild turkey, hold and carry the attestation referred to in section 7.2.
The holder of a licence must show it to any wildlife protection officer or wildlife protection assistant who requests it.
The holder of a licence who declares having forgotten the attestation must, within 7 days of the declaration, produce it to a wildlife protection officer.

13.4. The holder of a “Moose, all areas” hunting licence who has obtained a “Moose, correction of area” hunting licence may no longer hunt in the area specified on the initial licence, and must carry both licences when hunting.

13.4.1. A person between 12 and 24 years of age, referred to in section 7.1 or 7.2 of the Regulation respecting hunting activities (chapter C-61.1, r. 1), who killed an animal under the licence of a holder who is 18 years of age or more, may not obtain a licence to hunt that species, unless the licence of the holder who is 18 years of age or more includes 2 transportation coupons and the person between 12 and 24 years of age has killed only 1 animal. In that case, the latter may obtain his or her own licence to complete his or her bag limit.

13.5. The holder of a “Small game using a bird of prey” licence must, to hunt with the licence, also hold a specific licence to keep birds of prey issued under the Regulation respecting licences to keep animals in captivity (chapter C-61.1, r. 20.1.1) or be accompanied by a holder of such licence.

13.6. A resident may, during a year, hold only the following hunting licences:
(1)  (subparagraph revoked);
(2)  (subparagraph revoked);
(3)  (subparagraph revoked);
(4)  a hunting licence of each of the following types:
(a)  “White-tailed deer, elsewhere than in Area 20”;
(a.1)  “Additional white-tailed deer, elsewhere than in Area 20”;
(b)  “White-tailed deer, female or male with antlers less than 7 cm, all areas except Area 20”;
(c)  (subparagraph revoked);
(d)  (subparagraph revoked);
(5)  (subparagraph revoked);
(6)  a hunting licence of each of the following types:
(a)  “Northern leopard frog, Green frog, Bullfrog”;
(b)  “Snaring of hare or Eastern cottontail rabbit”;
(c)  “Moose, all areas”;
(d)  “Moose, female, more than 1 year old”;
(e)  “Moose, correction of area”;
(f)  “Black bear”;
(g)  “Small game”;
(h)  “Small game using a bird of prey”;
(i)  “Spring wild turkey”; and
(j)  “Fall wild turkey”.
To obtain an “Additional white-tailed deer, elsewhere than in Area 20” hunting licence, a resident must first hold a “White-tailed deer, elsewhere than in Area 20” hunting licence.
An “Additional white-tailed deer, elsewhere than in Area 20” hunting licence obtained by a resident must be issued for a hunting area different than the area specified on the “White-tailed deer, elsewhere than in Area 20” hunting licence held by the resident, except for the western part of Area 5 or the southern and eastern parts of Area 8.
There is no licence limit on “White-tailed deer, in Area 20” and “White-tailed deer, female or male, with antlers that measure less than 7 cm, in Area 20” hunting licences.
For the purposes of this section, the licences replaced in accordance with section 12 are not considered.

13.7. A non-resident may, during a year, hold only the following hunting licences:
(1)  (subparagraph revoked);
(2)  (subparagraph revoked);
(3)  a hunting licence of each of the following types:
(a)  “White-tailed deer, elsewhere than in Area 20”;
(a.1)  (subparagraph revoked);
(a.2)  “Additional white-tailed deer, elsewhere than in Area 20”;
(b)  “Moose, all areas”;
(c)  “Moose, correction of area”;
(d)  “Black bear”;
(e)  “Small game”;
(f)  “Small game using a bird of prey”;
(g)  “Spring wild turkey”; and
(h)  “Fall wild turkey”.
To obtain an “Additional white-tailed deer, elsewhere than in Area 20” hunting licence, a non-resident must first hold a “White-tailed deer, elsewhere than in Area 20” hunting licence.
An “Additional white-tailed deer, elsewhere than in Area 20” hunting licence obtained by a non-resident must be issued for a hunting area different than the area specified on the “White-tailed deer, elsewhere than in Area 20” hunting licence held by the non-resident, except for the western part of Area 5 or the southern and eastern parts of Area 8.
There is no licence limit on “White-tailed deer, in Area 20” and “White-tailed deer, female or male, with antlers that measure less than 7 cm, in Area 20” hunting licences.
For the purposes of this section, the licences replaced under section 12 are not considered.

13.8. The holder of a non-resident’s “Small game” hunting licence, the holder’s spouse or a person covered by section 7.1 or 7.2 of the Regulation respecting hunting activities (chapter C-61.1, r. 1) using that licence may not hunt hare or Eastern cottontail rabbit using snares.

§ 4.  — Obligations of the holder of a hunting licence

13.9. The holder of a hunting licence for non-residents must use the services of an outfitting operation when hunting north of the 52nd parallel or in the southern part of Area 19, east of rivière Saint-Augustin.
When hunting moose, black bear or woodcock south of the 52nd parallel, the licence holder must use at least 2 services of an outfitting operation, including lodging, except in a wildlife sanctuary and in a controlled zone; in addition, where the licence holder hunts black bear in the territory of an outfitting operation without exclusive rights in Area 13 or 16, except for the controlled territories governed by chapter IV of the Act respecting the conservation and development of wildlife (chapter C-61.1), the licence holder must also hold a licence issued for that purpose by such an outfitter in one of those areas.
Despite the second paragraph, the licence holder who hunts moose south of the 52nd parallel is not required to use the services of an outfitting operation or to hunt in a wildlife sanctuary or in a controlled zone if the holder
(1)  is a member of the Royal Canadian Mounted Police or the Canadian Armed Forces and exercises duties in Québec or resided in Québec immediately before establishing residence outside Québec for the exercise of duties;
(2)  is a member of a diplomatic mission or a consular corps, including a member of the service staff, established in Québec;
(3)  is accompanied by an immediate family member who is a resident holding a moose hunting licence, valid or having expired, if issued in the latter case between 1 April and 31 March of the current year;
(4)  is accompanied by a resident holding a moose hunting licence, valid or having expired, if issued in the latter case between 1 April and 31 March of the current year. For the purposes of this subparagraph, the resident may accompany only one licence holder per year; or
(5)  the holder or an immediate family member holds a right of ownership on an immovable entered on the property assessment roll of a municipality of Québec and hunts moose within the limits of the immovable.
For the purposes of subparagraphs 3 and 5 of the third paragraph, the holder’s immediate family members are the holder’s grandparents, parents, brothers, sisters, spouse, children, grandchildren and the spouse’s children and grandchildren.

DIVISION III
HUNTING CONDITIONS
14. Subject to section 17, hunting is permitted for the animals and under the conditions provided for in Schedule III with the exception of the territories shown on the plans in Schedules XX, XXI, XXIII to XXVIII, XXX to XXXII, XXXV, CLXXXIII, CLXXXVII and CCXIV and Montmorency Forest Sector A shown on the plan in Schedule CCXVII where hunting remains prohibited. In the territory of the Beauharnois canal shown on the plan in Schedule CCXV, hunting is prohibited during the period from the third Saturday of September to 26 December.
Subject to section 17, in the controlled zones specified in Schedule IV, hunting seasons for moose with Type 10, 11 or 13 implements are determined by the provisions of Schedule IV. The provisions of Schedule III for that species, respecting hunting seasons with Type 10, 11 or 13 implements, do not apply to those controlled zones.
Subject to section 17, in the territories shown on the plans in Schedule V, the seasons and types of implements for white-tail deer and moose hunting are determined by the provisions of Schedule V, and the provisions of Schedule III respecting hunting seasons and types of implements for those species do not apply; however the hunting of white-tailed deer, female or male, with antlers of less than 7 cm is permitted in the territories mentioned in section 2 of this Schedule as long as the outfitting operations, which operate on those territories, apply that option for each year of a 3-year period in the white-tailed deer management plan.
Subject to section 17, in the territories shown on the plans in Schedules CIX, CX, CXVIII, CXXX, CXXXI, CXLV and CCXIII for moose hunting, the Type 6 implement provided for in Schedule III for hunting that species is replaced by a Type 11 implement.
In the territory shown on the plan in Schedule XIX, for small game and black bear, only hunting with a bow or crossbow is permitted as well as hunting with a bird of prey in accordance with section 34.1; in the case of snowshoe hare and Eastern cottontail rabbit, hunting with a Type 7 implement is also permitted. For white-tailed deer and, subject to section 17, for moose, only hunting with a Type 11 implement is permitted during the periods for Area 2 provided for in Schedule III for a Type 11 implement.
In the territories shown on the plans in Schedules CLXXXIV, CLXXXV and CLXXXVI, hunting is permitted only with a bird of prey, in accordance with section 34.1, and with a bow, crossbow or implement referred to in paragraph 7 or 8 of section 31 in sectors 1, 2 and 3 of Parc régional de la Seigneurie du Lac Matapédia, identified on those plans.
In Area 3, except the territories shown on the plans in Schedules XXXIII and CXCII, small game hunting is permitted under the conditions prescribed in Schedule III and section 34.1.
During a wild turkey hunting season in sections 16 and 16.1 of Schedule III, hunting is permitted only in the morning from one half hour before sunrise until noon. In addition, hunting is permitted only at a distance of more than 100 m from any place where bait has been deposited.

15. Despite sections 17 and 25, in the restricted access sectors of the wildlife sanctuaries shown in Schedule VI, hunting is permitted for animals and under the conditions that are prescribed therein and the provisions of Schedule III do not apply.
During a hunting expedition in any of the wildlife sanctuaries listed in Schedule VI, the bag limit for moose is the following:
(1)  1 moose per single group;
(2)  2 moose per double group.
A single group may consist of 2, 3 or 4 hunters. A group of 4 hunters may include a fifth hunter if the hunter is a person referred to in section 7.1 or 7.2 of the Regulation respecting hunting activities (chapter C-61.1, r. 1).
A double group may consist of 4, 5, 6, 7 or 8 hunters. A group of 7 or 8 hunters may include up to 2 additional hunters if the hunters are persons referred to in section 7.1 or 7.2 of the Regulation respecting hunting activities.
Every hunter in a group must take part in the same hunting expedition and hold the access right provided for in section 5 of the Regulation respecting wildlife sanctuaries (chapter C-61.1, r. 53).

17. Subject to the privileges attached to the female moose more than 1 year old hunting licence, obtained by random draw under subparagraph 3 of the second paragraph of section 7.1, the segments of moose populations that may be hunted are established as follows:
(1)  in areas 2, 3, 7, the western part of Area 11 shown on the plan in Schedule XV, 13, 14, the western and northern parts of Area 15 shown on the plans in Schedules CXXXIII and CCII, 16, 18, 22, 26, 27 except the part shown on the plan in Schedule CCXII, and 28, the hunting of moose with antlers and moose calves is permitted in 2022; in Area 13, the hunting of female moose more than 1 year old is also permitted with a type 11 implement in the same year; in Area 16, the hunting of female moose more than 1 year old with a type 6 implement is also permitted in the same year;
(2)  in areas 2, 3, 7, the western part of Area 11 shown on the plan in Schedule XV, 13, 14, the western and northern parts of Area 15 shown on the plans in Schedules CXXXIII and CCII, 16, 18, 22, 26, 27 except the part shown on the plan in Schedule CCXII, and 28, the hunting of moose is permitted in 2023;
(3)  in areas 1 and 6, the hunting of moose with antlers and moose calves is permitted in 2022 and 2023;
(4)  (subparagraph revoked);
(5)  in areas 4, 9, 10, the eastern part of Area 11 shown on the plan in Schedule XIV, 12, 15 except the western and northern parts shown on the plans in Schedules CXXXIII and CCII, only the hunting of moose with antlers is permitted in 2022 and 2023;

Despite the first paragraph and subject to the privileges attached to the female moose more than 1 year old hunting licence, obtained by random draw under subparagraph 3 of the second paragraph of section 7.1, the segments of moose populations that may be hunted in certain controlled zones are established as follows:
(1)  in the Anse-Saint-Jean, Bas-Saint-Laurent, Chapeau-de-Paille, Chapais, Chauvin, Croche, D’Iberville, Forestville, Gros-Brochet, Jeannotte, Labrieville, Lac-Brébeuf, Lac-de-la-Boîteuse, la Lièvre, Mars-Moulin, Marin-Valin, Menokeosawin, Nordique, Onatchiway, Owen, Des Passes, Rivière-aux-Rats and Tawachiche controlled zones, moose with antlers not less than 10 cm may be hunted in 2022;
(2)  in the controlled zones referred to in subparagraph 1 of this paragraph, moose hunting is permitted in 2023;
(3)  in the Capitachouane and Festubert controlled zones, moose with antlers and moose calves may be hunted in 2022; in the same year, moose with antlers, female moose more than 1 year old and moose calves may be hunted with a Type 11 implement where a hunting season with that type of implement is provided for;
(4)  in the controlled zones mentioned in subparagraph 3 of this paragraph, moose may be hunted in 2023;
(5)  in the Dumoine, Kipawa and Restigo controlled zones, moose with antlers and moose calves may be hunted in 2022; in the same year, moose may be hunted with a Type 11 implement where a hunting season with that type of implement is provided for;
(6)  in the controlled zones referred to in subparagraph 5 of this paragraph, moose may be hunted in 2023;
(7)  in the Batiscan-Neilson, Petawaga and Rivière-Blanche controlled zones, moose with antlers and moose calves may be hunted in 2022 and 2023;
(8)  in the Bras-Coupé-Désert, Buteux–Bas-Saguenay, Des Martres, Jaro, including the territory referred to in Schedule CCI, Lac-aux-Sables, Lesueur, Maganasipi, Mazana, Mitchinamecus, Normandie, Maison-de-Pierre, Pontiac, Rapides-des-Joachims, Saint-Patrice and Wessonneau controlled zones, only moose with antlers not less than 10 cm may be hunted in 2022 and 2023;
(9)  (subparagraph revoked).
Despite the first paragraph, in the territory of the outfitting operations provided for in section 1 of Schedule V, female moose more than 1 year old may be hunted provided that those outfitting operations apply that option for each year of a 4-year moose management plan; in addition, in the part of territory shown on the plan in Schedule XLV, hunting of moose with antlers not less than 10 cm, female moose more than 1 year old and moose calves is permitted in 2022 and 2023.

18. A resident who holds each licence provided for in paragraphs a and c or a.1 and c of section 2 of Schedule I may hunt white-tailed deer, female or male, with antlers less than 7 cm, during a hunting season provided for in section 4 of Schedule III, in a wildlife sanctuary, a controlled zone, an area or part of an area.
Where a licence referred to in paragraph c of section 2 of Schedule I is prescribed for a wildlife sanctuary or a controlled zone referred to respectively in paragraph 2 or 3 of section 1 of Schedule II, the licence issued for the area is not valid therein, except in the case of the Rouge-Matawin Wildlife Sanctuary where the number of licences is 0.
Subject to sections 7.1, 7.2 and 7.2.1 of the Regulation respecting hunting activities (chapter C-61.1, r. 1), a non-resident may hunt white-tailed deer, female or male, with antlers less than 7 cm, during a hunting season when a resident may hunt such deer without holding the licence provided for in paragraph c of section 2 of Schedule I.

19. A female moose more than 1 year old may be hunted by a resident in Area 1 or in the wildlife sanctuaries referred to in paragraph 2 of section 3 of Schedule II or in the controlled zones referred to in paragraph 3 of section 3 of Schedule II if the resident holds each of the licences provided for in paragraphs a and b of section 5 of Schedule I.
Subject to sections 7.1, 7.2 and 7.2.3.1 of the Regulation respecting hunting activities (chapter C-61.1, r. 1), a non-resident may hunt female moose more than 1 year old during a hunting season when a resident may hunt them without holding the licence provided for in paragraph b of section 5 of Schedule I.

20. Hunting is permitted during the training or field trials of hunting dogs prescribed in the Regulation respecting hunting activities (chapter C-61.1, r. 1) for the animals and under the conditions prescribed in Schedule III of this Regulation, provided that the activity takes place on land other than land in the domain of the State and in a moose or deer yard.

21. A person may hunt at night provided it is for hare or rabbit using snares, for northern leopard frog, green frog, bullfrog, or for raccoon with a hunting dog.
When hunting raccoon at night, a hunter must use a “tracker” dog of the common hound breed within the meaning of the Regulation respecting hunting activities (chapter C-61.1, r. 1) and must notify the Direction de la protection de la faune of the region where the hunter intends to hunt, before 4:00 p.m., of the date and location of the hunt, the names of any accompanying persons, the name of the person responsible for the group and the number of the hunter’s or trapper’s certificate.

22. During a hunting activity with hunting dogs within the meaning of the Regulation on hunting activities (chapter C-61.1, r. 1), the hunter must be present; must supervise the dog and ensure that it wears at all times a collar on which the name and telephone number of the owner are indicated.

22.1. In order to promote hunting among young people, the persons referred to in the second paragraph are authorized to hunt during the period corresponding to the Saturday on or closest to 1 November to the Sunday on or closest to 2 November
(1)  white-tailed deer, with a type 11 implement, on all islands and islets of the St. Lawrence River downstream of pont Pierre-Laporte included in areas 2, 3 and 27;
(2)  white-tailed deer with antlers 7 cm or more, where it is hunted
(a)  with a type 2 implement, in areas 1, 2, 3, 4, 5, 6, 7, 8 except the part of the territory shown on the plan in Schedule XXIX, 9, 10, 11, 12, the southwestern part of Area 13 shown on the plan in Schedule CXC and the western part of Area 15 shown on the plan in Schedule CXXXIII;
(b)  with a type 11 implement, in the part of Area 8 shown on the plan in Schedule XXIX, Area 15, except the western and northern parts of that area shown on the plans in Schedules CXXXIII and CCII, 26, 27, except all islands and islets of the St. Lawrence River, downstream of pont Pierre-Laporte included in that area and Area 28.
The authorized persons to whom the first paragraph refers are
(1)  a person between 12 and 17 years of age who holds a first hunter’s certificate for the type of implement specified in the first paragraph;
(2)  the person referred to in the first paragraph of section 7.3 who meets the conditions set out in the second paragraph of that section;
(3)  a person who has obtained, in the calendar year preceding the hunting season provided for in the first paragraph, a first hunter’s certificate for the type of implement specified in the first paragraph.

24. In one year, a person may kill:
(1)  2 white-tailed deer, one in an area other than Area 20 for the holder of a licence referred to in paragraph a of section 2 of Schedule I and the other in a second area, other than Area 20, for the holder of a licence referred to in paragraph a.1 of section 2 of Schedule I, other than the western parts of Area 5 and the southern and eastern parts of Area 8 where 2 white-tailed deer may be harvested in one area only; and
(2)  4 white-tailed deer, per stay, in Area 20 including no more than 2 white-tailed deer with antlers.
For the purposes of the bag limit provided for in this section, a white-tailed deer bearing the transportation coupon from the licence of a holder referred to in sections 7.2.3 and 7.2.4 of the Regulation respecting hunting activities (chapter C-61.1, r. 1) is deemed to have been killed by that licence holder.

25. A person may kill:
(1)  1 moose per 2 hunters per year in one of the areas or parts of area provided for in Schedule III;
(2)  1 moose per 3 hunters per year in the controlled zones of Bas-Saint-Laurent, Bras-Coupé-Désert, Casault, Chapais, des Nymphes, Lesueur, Mitchinamecus, Normandie, Pontiac, Rivière-Blanche ou Saint-Patrice.
The holders of a moose hunting licence whose transportation coupon was detached from the licence and attached to a moose in accordance with section 19 of the Regulation respecting hunting activities (chapter C-61.1, r. 1) are deemed to have reached their bag limit.

The bag limit is apportioned on the basis of areas visited and the season, as follows:
(1)  1 black bear during the spring hunting season in hunting Areas 2, 3, 7, 13, 14, 16, 17, 18, 21, the eastern part of Area 27 and Area 28; and
(2)  1 black bear during the spring hunting season and 1 black bear during the fall hunting season in hunting Areas 1, 4, 5, 6, 8, 9, 10, 11, 12, 15, 19, 23, 24, 26, the western part of Area 27 and Area 29.

27. In one day, a person may kill:
(1)  not more than 5 birds among the species of ruffed grouse, sharp-tailed grouse, gray partridge and spruce grouse;

27.1. Any person may kill, in a single year, a maximum of 3 wild turkeys, as follows:

DIVISION V
INSTRUMENTS AND ANIMALS USED FOR HUNTING
30. The following instruments may be used for hunting:
(1)  optical instruments used for direct visual observation by the hunter other than night vision equipment;
(2)  subject to the second, third, fourth and fifth paragraphs, bait, namely, food or odorous substances other than standing crops, crops stacked or grain scattered in accordance with normal farm practices to attract an animal for the purpose of hunting it;
(3)  calls, namely, sounds produced vocally or using a wind, mechanical or electronic device directly operated by the hunter and used to attract an animal for hunting purposes;
(3.1)  an in-ear or headphone ambient sound amplifier;
(4)  decoys, namely, artificial reproductions of the shape of an animal or stuffed animals used to attract an animal or to gain its confidence for the purpose of hunting it;
(5)  non-tracer bullets and bullets other than non-expanding military-type hard-point bullets;
(6)  arrows including those equipped with a wave emitting device;
(7)  hunting implements of a type prescribed in section 31.
Food or odorous substances may not be used to bait black bear during the period from 1 July to 15 August regarding Areas 16, 17, 19 south, the western part of Area 27 and Area 29 and during the period from 1 July to 31 August regarding Areas 1 to 15, 18, 26, the eastern part of Area 27 and Area 28.
Food or odorous substances may not be deposited to bait white-tailed deer during the period from 1 December to 31 August, except in Area 20, where it is permitted to do so at all times. A saline substance used as bait is permitted at all times.
In the case of wild turkey, all baiting is prohibited.
The use of urine or any other natural substance taken from cervids other than moose is prohibited at all times.

(1)  Type 1:
(a)  rifles of a calibre equal to or greater than 6 mm used with centre-fire cartridges except 8, 10, 12, 16, 20, 24, 28 and 410-gauge shotguns;
(b)  muzzle-loading or breech-loading rifles, without a casing, of a calibre equal to or greater than 12.7 mm, and bullets;
(c)  bows with a torque of at least 18 kg within a draw of 0 to 71 cm and arrows having a cutting diameter of at least 22 mm;
(d)  crossbows with a torque of at least 54 kg and equipped with a safety catch; the vire must have a length of at least 40 cm and the point must have a cutting diameter of at least 22 mm;
(2)  Type 2:
(a)  rifles of a calibre equal to or greater than 6 mm used with centre-fire cartridges;
(b)  10, 12, 16 or 20-gauge shotguns used with shells loaded with slugs or shot of a diameter equal to or greater than 7.6 mm;
(c)  muzzle-loading or breech-loading shotguns or rifles, without a casing, of a gauge or calibre equal to or greater than 11 mm used with slugs or shot equal to or greater than 7.6 mm in diameter;
(d)  bows with a torque of at least 18 kg within a draw of 0 to 71 cm and arrows having a cutting diameter of at least 22 mm;
(e)  crossbows with a torque of at least 54 kg and equipped with a safety catch; the vire must have a length of at least 40 cm and the point must have a cutting diameter of at least 22 mm;
(3)  Type 3:
(a)  rifles of all calibres used with rim-fire cartridges;
(b)  shotguns of all gauges used with shells loaded with shot less than 5.6 mm in diameter;

(e)  air rifles using projectiles of a diameter equal to or greater than 4.4 mm and whose initial speed is at least 152.4 m per second;
(4)  Type 4:
(a)  rifles of all calibres used with centre-fire or rim-fire cartridges;

spoon-nets, hooks, clubs, pits, gates, darts or hands;

(a)  bows with a torque of at least 18 kg within a draw of 0 to 71 cm and arrows having a cutting diameter of at least 22 mm;
(b)  muzzle-loading rifles or shotguns, single barrel, of a gauge or calibre equal to or greater than 11 mm used with only one bullet at a time;
(c)  crossbows with a torque of at least 54 kg and equipped with a safety catch; the vire must have a length of at least 40 cm and the point must have a cutting diameter of at least 22 mm;
(10)  Type 10:
(a)  bows with a torque of at least 18 kg within a draw of 0 to 71 cm and arrows having a cutting diameter of at least 22 mm;
(b)  muzzle-loading rifles or shotguns, single barrel, of a gauge or calibre equal to or greater than 12.7 mm used with only one bullet at a time;
(c)  crossbows with a torque of at least 54 kg and equipped with a safety catch; the vire must have a length of at least 40 cm and the point must have a cutting diameter of at least 22 mm;
(11)  Type 11:

34.1. Except in areas 17, 22, 23 and 24, a person may use a bird of prey to hunt the small game referred to in sections 12 to 15, 18, 19 and 21 of Schedule III during the hunting seasons prescribed in those sections for Type 3 implements; a person may also hunt woodchuck, referred to in section 8 of that Schedule, during the hunting season prescribed in that section for Type 4 implements, and the species referred to in section 17 of that Schedule, from 1 April to 31 March.
For the purposes of this section, a bird of prey is a bird listed in Schedule 2 to the Regulation respecting licences to keep animals in captivity (chapter C-61.1, r. 20.1.1), or a hybrid of those species; the bird must be used with a system ensuring that the hunter or the holder of a specific licence to keep birds of prey accompanying the hunter, if applicable, in accordance with the second paragraph of section 11.1 of the Regulation respecting hunting activities (chapter C-61.1, r. 1) remains in contact with the bird; for that purpose, the hunter or the hawker must attach a transmitter to the bird and be equipped with a receiver to locate it.
