25. (Replaced).
25. The Government may, from time to time, upon the Minister’s recommendation, make, amend or repeal regulations:
(a) To specify to what other kinds of insects and plant diseases the provisions of this Act shall apply;
(b) For all other purposes necessary for the carrying out of this Act.
