17. The Commission is entrusted with exercising the jurisdiction conferred on it by this act and with promoting the efficiency of police services in Québec.
For these purposes, the Commission shall, in particular,
(a)  establish a general inspection service to advise the municipalities, the Police Force and the municipal police forces on police matters, and to inspect them;
(b)  establish a register of persons performing duties as peace officers in Québec.

17. The Commission shall promote the prevention of crime and the efficiency of police service in Québec and, for such purposes, it shall
(a)  cooperate in the establishment by the Police Force of a central information and statistics service for the purpose of facilitating the detection of crimes and the tracking down of the persons responsible therefor, and in keeping such service at the disposal of other police forces;
(b)  advise the Police Force, the municipal police forces and the municipalities regarding police matters and, for such purpose, visit them or cause them to be visited by its officers and employees;
(c)  organize a research service to improve methods used by the police in detecting and suppressing crime.
