9. (Repealed).

9. The provisions of Title V of Book I of the Civil Code shall apply to the Office, which shall also be governed by the provisions of the said Agreement, of the amendments thereto and of this Act; such provisions shall prevail over any inconsistent provision of any other law applicable to the Office.
