138. There shall be three members at the sittings of the disciplinary council, including the chair or a person designated by him to act as substitute chair. If the number of members of the disciplinary council so permits, the disciplinary council may sit in two or more divisions consisting of three members.
If the disciplinary council consists of more than three members, the secretary of the council shall, without delay, choose from among the council members the other two members who are to sit with the chair or substitute chair in each division.
The travel and lodging expenses of the members of the disciplinary council shall be determined by the Government and shall be payable by the order, except those of the chair or substitute chair, which shall be payable by the Office.
