85. No return mentioned in section 83 is deemed submitted to the director general unless it is accompanied with the certificate contemplated in section 80.

85. For each financial year, the official representative of an authorized political party must submit two returns to the director general; one, covering the first six months of the year, to be submitted not later than 1 October of that year, the other, covering the last six months, to be submitted not later than 1 April of the following year.
No such return is deemed submitted to the director general unless it is accompanied with the certificate contemplated in section 80.
