955. At least four weeks before the budget is tabled before the council for adoption, the mayor, at a sitting of the council, shall make a report of the financial position of the municipal corporation.
The mayor deals with the latest financial statements and the latest auditor’s report, the preliminary information regarding the financial statements for the period preceding that for which the next budget will be made, and the general orientation of the next budget.
The text of the mayor’s report must be distributed free of charge to every civic address in the municipality. In addition to or in lieu of this distribution, the council may order that the text be published in a newspaper circulated in the municipality.
