936. No insurance contract or contract for the execution or works or the supply of equipment or materials or for the supply of services other than professional services and involving an expenditure exceeding $5 000 and less than $25 000 shall be awarded except after having issued a call for tenders made by inviting in writing at least two contractors or, as the case may be, two suppliers to tender.
The council shall not, without the previous authorization of the Minister of Municipal Affairs, award the contract to a person other than the person who has submitted the lowest tender.
For the purposes of this article, a contract for the supply of equipment includes also any contract for the leasing of equipment with an option to purchase.
