928. If the ferry is under the joint control of two local corporations, as mentioned in article 926, either corporation may make by-laws respecting such ferry, under article 927; but such by-laws have no force or effect until they are approved by a resolution of the other corporation, or, in default of such resolution, by the Lieutenant-Governor.
