824. Every municipal inspector incurs, in addition to the damages caused, a fine of $2 for each day on which he is in default, when he refuses or neglects, without reasonable cause:
(1)  to perform any duty which is imposed upon him by the provisions of this Code, or by by-law, or which is required of him under any of such provisions; or
(2)  to obey the orders of the local or county council, in respect of the work under his superintendence.
