632. A local corporation may make, amend or repeal by-laws:
(1)  to regulate the construction of privies and cellars, and the manner in which they shall be drained;
(2)  to compel all owners and occupants of lands on which there are stagnant waters, to drain or fill them up; and, in case of neglect or refusal on the part of such persons, to authorize the officers of the corporation to perform such work at their expense.
