531. Where a member of a corporation moves the passing of a by-law to make a change in a service or fare, he shall table a draft by-law. A summary of the draft requires to be published in a newspaper circulated in the territory of the municipality and to be posted up in the vehicles of the carrier not less than 30 days before the adoption of the by-law.
