1066. The council of a municipal corporation may, by resolution, commission the Minister of Municipal Affairs to receive and open the tenders provided for in article 1065 on behalf and in the name of such corporation.
Where such is the case, the tenders must be sent to or deposited at the place determined by the Minister as notified by him to the secretary-treasurer of the corporation together with the day and time fixed for the opening of the tenders.
For the purposes of this article, the Minister may act through the representative designated by him.
The resolution contemplated in the first paragraph binds the Minister from the time he receives certified copy of it until he receives certified copy of a resolution to the contrary.
