235. For the purposes of this Act, the qualified voters are the voters determined in accordance with the Act respecting elections and referendums in municipalities (chapter E-2.2).
Where this Act gives a certain number of qualified voters the right to request an assessment by the Commission, the reference date to determine who is a qualified voter is the date of passage of the resolution or by-law being the subject of the request for assessment or, in the case contemplated in subparagraph 3 of the first paragraph of section 103 or in section 59.7 or 110.7, the date of publication of the notice provided for in the third paragraph of section 102 or in the second paragraph of section 59.6 or 110.6.

235. For the purposes of this Act, the qualified voters are the voters determined in accordance with the Act respecting elections and referendums in municipalities (chapter E-2.2).
Where this Act gives a certain number of qualified voters the right to request an assessment by the Commission, the reference date to determine who is a qualified voter is the date of passage of the resolution or by-law being the subject of the request for assessment or, in the case contemplated in subparagraph 3 of the first paragraph of section 103, the date of publication by the council of a municipality of a notice stating that it does not intend to amend its by-law to bring it into conformity with the planning programme.

235. For the purposes of this act, owners and lessees are,
(1)  in respect of municipalities governed by the Cities and Towns Act, the persons entered as owners on the assessment roll in force or as lessees on the electoral list;
(2)  in respect of municipalities governed by the Municipal Code (chapter C-27.1), the persons entered as owners or lessees on the assessment roll in force.

235. For the purposes of this act, owners and lessees are,
(1)  in respect of municipalities governed by the Cities and Towns Act, the persons entered as owners on the assessment roll in force or as lessees on the electoral list;
(2)  in respect of municipalities governed by the Municipal Code, the persons entered as owners or lessees on the assessment roll in force.
