9. (1)  Every regional or local school board exercising the powers provided by section 195 or by section 431 of the Education Act (chapter I-14) shall receive, for the purposes of the transport of pupils, once each way before and after the daily elementary and secondary classes, an annual grant equal to the standardized cost established for such transport by regulation of the Government, taking into account only the pupils attending a school under its jurisdiction or under the jurisdiction of another regional or local school board for which it provides transport when such school is situated:
(a)  in a city or town municipality, and the distance from the residence of the pupils to the school is sixteen hundred metres or more;
(b)  in a village or country municipality within the meaning of the Education Act (chapter I-14);
(c)  in a municipality situated North of parallel 51°;
(d)  in the city or town municipalities of Bécancour, Gaspé and Percé.
(2)  The Government may, on the recommendation of the Minister of Transport, fix, by regulation, the standards, terms and conditons of payment of other grants for the transport of pupils for special or casual school activities or for the transport of children attending classes called “infant schools”, certain classes of maladjusted or handicapped children or certain other classes of school transport not contemplated in subsection 1 of this section.
(3)  The regulations of the Government under this section shall come into force from their publication in the Gazette officielle du Québec or from such later date as is fixed therein.
(4)  The grants provided for in this section shall be paid out of the funds appropriated each year for that purpose by the Legislature, upon the authorization of the Minister of Transport, after all the requirements prescribed by the acts and regulations have been complied with.
